Establishes a Sustainable Mining Institute at the University of Minnesota, Duluth with a mission to conduct research and implement sustainable mining practices benefiting mines and nearby communities and economies.

Institute's primary classroom facilities must be located within 15 miles of an existing, operational mine.

Creates a nine-member advisory board appointed by the UMD chancellor in consultation with the Iron Range Resources and Rehabilitation Board, including representatives from environmental organizations, mining industry, academic researchers, and mining-based communities.

Institute shall provide research grants through competitive processes, facilitate workforce training and internships, and conduct outreach activities in coordination with related state and regional organizations.

Appropriates $3,000,000 from the general fund in fiscal year 2015 for establishment and initial operations, effective July 1, 2014, with initial advisory board appointments required by August 1, 2014.
