HF2852 - Omnibus Game and Fish Bill

• Modifies all-terrain vehicle (ATV) definitions by increasing Class 1 weight limit from 1,000 to 1,200 pounds and Class 2 from 1,000-1,800 to 1,200-1,800 pounds, and allows non-pneumatic tires in addition to low-pressure tires.

• Restricts snowmobile and off-highway vehicle operation on state forest lands during firearms deer season except for designated forest roads and licensed deer hunters during non-hunting hours or 11 a.m. to 2 p.m.

• Establishes trap shooting sports facility grant program providing up to 50 percent cost-share for recreational shooting clubs to develop or rehabilitate public-use facilities, with preference for youth-serving projects.

• Creates multiple new hunting and fishing license provisions including free licenses for disabled persons with driver's license designations, allows crossbows for hunters age 60 or over during archery seasons, and adjusts lifetime license fees downward.

• Authorizes nonlethal hazing of Canada geese causing property damage on private lands March 11 to August 31, requires invasive species training for minnow dealers and young leech harvesters, and establishes citizenship oversight committees to review game and fish fund expenditures.
