Establishes new definitions for "watercraft trailer launch" and "watercraft trailer parking space" for county program aid calculations, effective for aids payable in 2015 and thereafter.

Allocates $10,000,000 annually in county need aid based 50 percent on each county's share of watercraft trailer launches and 50 percent on each county's share of watercraft trailer parking spaces, starting in calendar year 2015.

Requires counties receiving watercraft-related aid distributions to use proceeds exclusively for preventing the introduction or limiting the spread of invasive species at all water access sites within the county, regardless of ownership or management.

Increases total county need aid from the previous amount to $100,795,000 annually, with $500,000 retained annually for court-ordered counsel reimbursements under section 611.27.

Requires counties to establish guidelines by resolution for using watercraft aid proceeds, including site-level management, countywide awareness efforts, and compliance procedures.
