• Increases minimum insurance requirement for limousines from $300,000 to $1,500,000 per accident, effective July 1, 2014, and allows combining underlying liability with excess or umbrella policies to meet the requirement.

• Expands limousine seating capacity definition from 12 to 15 persons and changes to include the driver in the count (rather than excluding the driver).

• Removes restriction that limousines cannot be vans or station wagons from both the vehicle registration definition and limousine service definition.

• Updates limousine registration insurance requirements to reference the $1,500,000 minimum aggregate amount and allows policies to be combined; insurance companies must notify the commissioner of policy cancellations.

• Allows persons operating limousines for personal use to apply for special limousine plates marked with "LM" and requires a $10 registration fee plus proof of insurance coverage.
