Establishes a coal energy standard requiring electric utilities in Minnesota to generate or procure electricity from coal-fired facilities to supply a specified percentage of their total retail electric sales to Minnesota customers annually.

Applies to public utilities, generation and transmission cooperative electric associations, municipal power agencies, and power districts providing electric service.

Measures compliance based on kilowatt-hours of electricity sold annually by utilities to retail customers or through distribution utilities.

Exempts coal-fired electric generation facilities used to meet the coal energy standard from prohibitions in Minnesota Statutes section 216H.03, subdivision 3.
