Requires lobbyists to report all contributions in any amount made to candidates, principal campaign committees, or party units, including the date, amount, and recipient information.

Mandates that candidates, principal campaign committees, and party units disclose all contributions in any amount received from lobbyists, political committees, or political funds, regardless of dollar thresholds that apply to other contributors.

Requires pre-election reporting of contributions received from lobbyists, political committees, or political funds in any amount between the last report before an election and the election itself, to be reported within 24 hours by electronic means or by end of next business day in person.

Changes the disclosure requirement for contributions made to political committees, political funds, principal campaign committees, or party units from "exceeding $200" to include all contributions in any amount from these entities.

Effective date is July 1, 2014.
