Mandates motor carriers conduct criminal background checks on operators, verify driver's licenses annually, maintain driver qualification files, and carry minimum liability insurance of $5,000,000 and uninsured motorist coverage of $1,000,000.

Specifies vehicle equipment requirements including tires meeting federal standards, full-size spare tire, functioning seat belts, GPS devices, emergency road kits, and vehicle identification marking; prohibits operators with DUI convictions, disqualifying offenses, or three moving violations within three years; establishes maximum 10-hour driving limits and 70-hour weekly on-duty limits with required record-keeping.
