Modifies the definition of "statewide power sector carbon dioxide emissions" to include all emissions from electricity that retail suppliers procure for distribution and sale to Minnesota customers, replacing language about imported electricity.

Changes the prohibition on importing power from new large energy facilities to instead prohibit retail suppliers from selling power from such facilities to Minnesota customers, except through tariffed purchases from regional transmission organizations.

Adds "retail supplier of electricity to Minnesota retail customers" as entities that can demonstrate carbon dioxide offsets to the Public Utilities Commission to comply with prohibitions on increased emissions.

Clarifies that carbon dioxide reduction projects used for offsets must be permanent, quantifiable, verifiable, enforceable, and would not have otherwise occurred.

Makes all amendments effective the day following final enactment.
