Commissioner shall maintain records of the number of each type of special plate issued under chapter 168.

Commissioner shall submit an annual report by November 15 to legislative committees on transportation policy and finance detailing the number of special plates issued in the previous fiscal year and since inception, plus contribution amounts and expenditures for each plate type.

Establishes special Anatomical Gift license plates for owners of passenger automobiles, one-ton pickup trucks, motorcycles, or recreational motor vehicles who pay a $10 plate fee plus a minimum $30 onetime contribution, with plate design featuring the "Donate Life" logo and text "Become an organ donor and save a life."

Plates may be transferred to another qualified vehicle registered to the same individual for a $5 transfer fee, and contributions are non-refundable.

Contribution funds are deposited into the anatomical gift account, with initial start-up costs for plate development and issuance deducted first, and remaining funds appropriated to the commissioner for grants and administrative expenses.
