Modifies Minnesota Statutes section 116.78, subdivision 4, regarding sharps (needles and similar medical waste) handling and disposal requirements.

Requires sharps to be placed in puncture-resistant sharps disposal containers and prohibits compacting or mixing with other waste unless part of an approved Pollution Control Agency decontamination process.

Prohibits disposal of sharps at refuse-derived fuel facilities or facilities where waste is hand sorted.

Mandates that every box of 90 or more syringes sold by sharps retailers must include a free sharps disposal container with adequate capacity, provided by manufacturers to retailers at no cost.

Effective January 1, 2014.
