Expands the definition of "claim" to include requests for money or property made to contractors, grantees, or other recipients when state or political subdivision funds are involved, regardless of whether the government entity holds title to the money or property.

Adds new definitions for "material," "obligation," and "original source" to the false claims statute, and modifies "original source" requirements to allow actions based on publicly disclosed information if the person has independent knowledge that materially adds to the disclosure.

Increases civil penalties for false or fraudulent claims to $5,500-$11,000 per claim plus three times actual damages, with potential reduction to two times damages if violators cooperate and self-report within 30 days.

Establishes mandatory whistleblower protection provisions granting employees, contractors, and agents relief including reinstatement, double back pay, and attorney fees if they face retaliation for reporting false claims violations.

Modifies private action procedures to allow courts to dismiss cases based on prior public disclosure unless the prosecuting attorney opposes dismissal or the plaintiff is an original source, and grants prosecuting attorneys greater flexibility to intervene and amend complaints.
