Appropriates $12,500,000 from bond proceeds to the Pollution Control Agency for solid waste capital assistance grants to Polk and Beltrami Counties.

Polk County receives funding to design and construct additions and improvements to a waste processing and material recovery facility and an organic solid waste compost facility.

Beltrami County receives funding to design and construct a waste and recyclable material transfer facility to deliver waste to an existing waste-to-energy facility.

State funds cover approximately 75 percent of the transfer station cost and 50 percent of the material recovery facility expansion and organic compost facility costs.

Appropriation is contingent on the commissioner of management and budget determining that sufficient nonstate funding is committed to complete the project; authorizes issuance of state bonds to fund the appropriation.
