Establishes the Animal Law Enforcement Task Force consisting of 19 voting members including law enforcement officials, attorneys, judges, veterinarians, and five individuals appointed by the governor.

Task force shall comprehensively review enforcement of animal anticruelty laws and practices, including evaluating types of animal cruelty crimes, examining best practices for enforcement, analyzing current and needed funding, and making improvement recommendations.

Commissioner of public safety shall convene the first meeting by August 1, 2014, provide support staff and meeting space, and task force must elect two cochairs from its membership.

Task force shall hold meetings across various state areas, solicit input from diverse stakeholders, and may establish subcommittees with supplemental expertise as needed.

Task force must report findings and recommendations to legislative committees with jurisdiction over civil and criminal law by February 15, 2015, and expires upon submission of the report.
