Amends Minnesota Statutes section 514.21 to add provisions for sale of motor vehicles held by licensed dealers under lien.

Licensed dealers may sell liened vehicles at wholesale or retail in the ordinary course of business instead of only through public auction, provided proper notice is given.

Dealer must send written notice by certified mail at least three weeks prior to sale to the owner's last known address and to the registered owner if different and subject to a certificate of title.

Notice must include vehicle description, lien grounds, dealer contact information, total amount owed including storage charges, sale date, and statement that owner may reclaim vehicle by paying full amount due.

Dealer waives any claim against owner for deficiency or other charges secured by the lien upon sale under these provisions; effective August 1, 2014.
