Commissioner of Human Services shall develop and implement a new health care delivery system beginning January 1, 2016, in consultation with an established advisory committee.

New system must replace managed care and county-based purchasing plans, provide all required medical assistance and MinnesotaCare services, and use payment methodology based on total cost of care, risk and gain sharing, and quality incentives.

New system must incorporate principles from health care delivery system demonstration projects, state innovation model grant, health care homes, and allow participation by accountable care organizations, county integrated health networks, and provider networks.

Commissioner shall not renew managed care and county-based purchasing contracts beyond December 31, 2015.

Commissioner must report to legislature by December 15, 2014, including delivery system criteria, implementation plan, draft legislation, and recommendations on additional medical assistance services.
