Prohibits private entities (homeowners associations and community associations) from restricting installation, maintenance, or use of roof-mounted solar energy systems on single-family dwellings.

Applies to dwellings where the owner is responsible for roof maintenance, repair, replacement, and insurance.

Allows private entities to require licensed contractor installation, ensure systems don't extend above roof peaks, require indemnification for damages, list the entity as certificate holder on insurance, and mandate system removal if needed for common element repairs.

Permits reasonable restrictions that do not decrease energy generation by more than 20 percent or increase costs by more than 20 percent for solar water heaters or $2,000 for solar photovoltaic systems.

Requires solar energy system applications be processed like architectural modifications with written approval or denial within 60 days; applications are deemed approved if not denied within that timeframe.
