Specifies that legislative members (two house representatives and two senators) serve as nonvoting members of the Chicano/Latino Affairs Council.

Designates additional nonvoting members including the governor's staff designee, commissioners of education, higher education, employment and economic development, human rights, corrections, and the Minnesota State Colleges and Universities chancellor.

Allows commissioners to designate staff members to serve on the council instead of attending personally.

Establishes that only the 11 governor-appointed members are voting members of the council.

Expands council duties to include promoting small business and economic development for Latinos, developing a Latin American trade primer for exporters, improving state trade relations with Latin American countries, and assisting recent immigrants with cultural adaptation and English language study.
