Establishes a process for exonerated persons to petition district courts for orders determining eligibility for compensation based on exoneration, with petitions filed within two years of exoneration.

Defines "exonerated" as having a conviction vacated or reversed on grounds consistent with innocence with charges dismissed, or ordered new trial with charges dismissed or acquittal, with the order final and no longer appealable.

Creates a compensation panel of three attorneys or judges appointed by the Chief Justice to determine damages awards, including minimum payments of $50,000 per year of imprisonment and $25,000 per year on supervised release.

Authorizes compensation panel to award reimbursement for restitution, court costs, lost wages, medical expenses, education costs up to a four-year degree, child support arrearages accrued during incarceration, and reintegration expenses, with no offsets for state custody or incarceration costs.

Appropriates $3,000 to the Commissioner of Management and Budget for compensation panel expenses for fiscal year 2015, with final awards submitted to the legislature for appropriation consideration.
