Amends Minnesota criminal vehicular homicide and operation statutes to create separate offenses for death, great bodily harm, substantial bodily harm, and bodily harm resulting from negligent or reckless motor vehicle operation.

Reorganizes Section 609.21 by renumbering provisions: creates new sections 609.2111 (definitions), 609.2112 (criminal vehicular homicide), 609.2113 (criminal vehicular operation with injuries), and 609.2114 (criminal vehicular operation involving unborn children).

Criminal vehicular homicide (causing death): punishable by up to 10 years imprisonment or $20,000 fine; criminal vehicular operation causing great bodily harm: up to 5 years or $10,000 fine.

Expands "prior impaired driving conviction" definition to include convictions under amended Section 609.21 and new Section 609.2114 for purposes of determining sentencing enhancements under driving while impaired law.

Adds affirmative defense for prescribed controlled substance use in charges involving presence of Schedule I or II controlled substances in defendant's body.
