Requires individualized education program (IEP) teams to consider the effect of proposed changes to a student's program, including changes in service location, on the student's time in and outside of instruction and services.

Permits IEP teams to consider cost as a factor when choosing how to provide appropriate services, instruction, or assistive technology devices, provided that essentially equivalent and effective alternatives are available.

Maintains existing requirements that paraprofessionals receive initial training in emergency procedures, building orientation, roles, confidentiality, and vulnerability before or upon employment.

Requires school districts to provide annual training opportunities for paraprofessionals to develop knowledge and skills specific to the students they serve, including understanding disabilities and implementing instructional procedures.

Effective for the 2014-2015 school year and later.
