Renames the "Controlled Substances Prescription Electronic Reporting System" to "Prescription Monitoring Program" and expands controlled substances to include tramadol and butalbital.

Changes the advisory committee overseeing the program from a committee to a task force governed by Minnesota Statutes section 15.059, with specified member representation from health departments, licensing boards, professional associations, and consumer advocates.

Modifies data retention requirements to make prescription data available to permissible users for 12 months from receipt, with de-identified data retained for up to 5 years, and adds health professionals services program personnel as permissible users with patient consent.

Simplifies exemptions from reporting requirements to only cover drugs dispensed through automated distribution systems in health care facilities and manufacturer drug samples, removing previous exemptions for nursing facilities and assisted living.

Establishes a Minnesota TANF Expenditures Task Force to analyze temporary assistance for needy families spending and recommend which programs should shift to general fund financing, with initial report due November 30, 2014 and final report due February 1, 2015.
