Establishes new law defining "dual credit course" to include advanced placement, international baccalaureate, project lead the way, college in the schools, postsecondary enrollment options, and concurrent enrollment courses taken during high school.

Requires school districts and charter schools that weight dual credit courses in grade point average calculations to give equal weight to all dual credit courses.

Removes language allowing postsecondary institutions to advertise or recruit secondary pupils on educational and programmatic grounds, permitting only provision of general program information.

Maintains requirement that postsecondary institutions prioritize their own students when enrolling 10th-12th grade pupils and prohibits enrollment in remedial or developmental courses.

Protects pupils from displacement once enrolled in a postsecondary course under these provisions.
