Appropriates $26,000,000 from the general fund to the Commissioner of Transportation for intercity passenger rail capital improvements and betterments.

Funds projects identified in the statewide freight and passenger rail plan under Minnesota Statutes section 174.03, subdivision 1b that are eligible for United States Department of Transportation funding.

Allows intercity passenger rail projects to be completed in multiple phases using one or more separate state appropriations rather than requiring completion within a single appropriation.

Permits use of funds for preliminary engineering, design, environmental analysis and mitigation, land and right-of-way acquisition, and construction activities.
