Allows persons with disabilities to obtain free angling and hunting licenses by presenting a driver's license or Minnesota identification card bearing a disability designation, eliminating the need for separate medical documentation at agent locations.

Establishes five types of physical disability designations on driver's licenses and Minnesota identification cards (Type 1-5) corresponding to different disability-related hunting and fishing license categories, effective January 1, 2016 or upon implementation of new IT system.

Adds designation option for veterans with 100 percent service-connected disability on driver's licenses and identification cards, separate from the general "Veteran" designation, to streamline free hunting and angling license issuance.

Modifies special permit provisions for visually impaired hunters, disabled vehicle hunters, and crossbow users to accept driver's license designations or medical evidence from physicians, chiropractors, nurse practitioners, or optometrists as proof of disability.

Requires medical evidence for disability permits to indicate whether impairment is permanent and establishes that persons with permanent disabilities are eligible for subsequent permits without resubmitting medical documentation.
