Authorizes atheist and humanist celebrants to solemnize civil marriages in Minnesota if appointed by boards of directors of self-identified atheist or humanist organizations.

Requires atheist or humanist organizations that appoint celebrants to be registered as nonprofits with the Minnesota Office of the Secretary of State and hold tax-exempt status as educational organizations under Internal Revenue Code section 501(c)(3).

Amends Minnesota Statutes section 517.05 to include celebrants (in addition to religious ministers) who must file credentials with county registrars before solemnizing marriages.

Requires county registrars to record celebrant credentials and endorse the location where credentials are recorded on each civil marriage certificate granted by a celebrant.
