Appropriates $1,300,000 from the fire safety account to the commissioner of public safety for fire service activities and programs in fiscal year 2014 as a onetime appropriation.

Requires the commissioner of public safety to obtain recommendations from the Fire Service Advisory Committee before expending fire safety account funds.

Establishes that the Fire Service Advisory Committee does not expire and shall continue indefinitely to provide recommendations on fire service issues.

Committee shall consist of representatives appointed by state fire chiefs, fire departments, professional firefighters, cities, townships, insurance, and arson investigators associations, plus the public safety commissioner.

Commissioner of public safety must report to legislative committee chairs by January 15, 2015 regarding fire safety account balances and uses.
