Restores voting rights to individuals convicted of felonies upon completion of any court-imposed incarceration, or upon sentencing if no incarceration is imposed.

Removes the requirement that a felony sentence be fully "expired" or "completed" and replaces it with a standard that voting rights are lost only during periods of active incarceration.

Modifies voter registration certification language to require applicants to certify they are "not currently incarcerated for a felony offense" instead of the previous requirement about sentence expiration or discharge.

Amends civil rights restoration statute to remove the automatic restoration of voting rights upon discharge, making restoration contingent on completion of incarceration rather than final discharge from sentence.
