Allows migratory waterfowl and pheasant pictorial stamps to be purchased separately as optional items with fees covering production and mailing costs, rather than only being provided with stamp validations.

Removes migratory waterfowl and pheasant stamps from the category of stamps automatically provided after purchase of a validation (joins trout, salmon, and walleye stamps in this change).

Authorizes the commissioner to establish fees for pictorial stamps by written order in the State Register, with fees limited to actual production and mailing costs.

Exempts pictorial stamp fees from standard rulemaking procedures under chapter 14 and section 14.386 of Minnesota Statutes.

Amends Minnesota Statutes 2012, section 97A.405, subdivision 2, regarding license possession and electronic license sales requirements.
