Authorizes Carver County to convey tax-forfeited land in Outlot A, The Preserve 3rd Addition (parcel 58.6520890) to the city of Norwood Young America for less than appraised value for a public park or lake access.

Requires the conveyance to include a reversion clause whereby the land reverts to the state if the city stops using it for the specified public purpose.

Authorizes Carver County to sell tax-forfeited land in the South Half of Southeast Quarter of Section 9, Township 117, Range 25 by private sale to the city of Watertown for less than market value for public uses including parks, trails, transit facilities, water towers, and wetland restoration projects.

Permits the Watertown-conveyed land to be subdivided and transferred to other local governmental subdivisions to accomplish authorized public uses, and makes the land subject to state reverter interests.

Effective the day following final enactment.
