Establishes a three-member Public Employment Relations Board appointed by the governor to hear and decide appeals from unfair labor practice charges and commissioner determinations under Minnesota public labor relations law.

Transfers unfair labor practice complaints from district court to an administrative process before the board, with hearings conducted by licensed hearing officers and decisions subject to board review and court of appeals certiorari.

Includes charitable hospitals and their employees under public labor relations law protections for purposes of unfair labor practices, fair share fees, and other specified sections.

Authorizes the board to adopt rules governing procedures, hire investigators and hearing officers, and provides the commissioner of the Bureau of Mediation Services with power to provide administrative support to the board.

Appropriates $125,000 in fiscal year 2015 to establish and assist the board's initial operations; board effective July 1, 2014 with full hearing capability by July 1, 2015.
