HF3017 Summary

• Eliminates the Advisory Council on Battered Women and Domestic Abuse and removes references to it from statutory requirements for designation of domestic abuse service providers and domestic abuse arrest policy development.

• Changes terminology from "sexual attack" to "sexual assault" throughout Minnesota Statutes and establishes new sections 611A.211 and 611A.45 for grants to programs providing services to sexual assault and crime victims.

• Repeals numerous outdated statutes related to the Bureau of Criminal Apprehension, State Fire Marshal, and other agencies, including sections 299C.01, 299C.04, 299C.19-299C.34, 299C.49, and 299F.01, 299F.04, 299F.37.

• Requires the Commissioner of Public Safety to develop recommendations by January 15, 2016, for comprehensive statewide data collection on domestic abuse victims, including law enforcement response, arrests, and prosecution data.

• Modifies 911 emergency telecommunications service provisions by removing outdated wireless service contracting language and simplifying subdivision numbering in section 403.11.
