Washington County governing body may designate all or any part of a city within its jurisdiction as a border city development zone.

Minnesota Statutes sections 469.1731 to 469.1735 apply to designated border city development zones, granting Washington County powers including those that apply outside the zones.

Cumulative state tax reductions for the program are limited to $250,000 for Washington County across all years.

Tax reductions or reimbursements may only be used if Washington County determines they are necessary to enable business expansion or attract businesses to designated border cities.

Commissioner of revenue may waive the $250,000 limit using the same rules and standards provided in Minnesota Statutes section 469.169, subdivision 12, paragraph (b).
