Authorizes the city of Baxter governing body to expand the Isle Drive Tax Increment Financing District to include three specific parcels: 034120010010009, 010074300C00009, and 010074300D00009 in Crow Wing County.

Requires the Crow Wing County auditor to increase the district's original tax capacity by the amount required under Minnesota Statutes section 469.177 upon addition of the new property.

Exempts the added property from Minnesota Statutes section 469.177, subdivision 4 regarding prior planned improvements.

Allows tax increments and revenues from the expanded district to be used for allowable expenditures under the Isle Drive Tax Increment Financing District plan budget.

Becomes effective upon approval by the city of Baxter governing body and compliance with Minnesota Statutes section 645.021, subdivisions 2 and 3.
