Amends compensation rates for small power generators interconnected with cooperative electric associations, municipal utilities, and public utilities in Minnesota.

Allows qualifying facilities under 40 kilowatts (cooperative/municipal) or under 1,000 kilowatts (public utilities) to elect compensation at the average retail utility energy rate for net power input into the utility system.

Requires the Public Utilities Commission to set rates based on avoided costs and relevant factors while ensuring costs are not discriminatory compared to other utility customers.

Restricts small generators in cooperative associations or municipal utilities outside metropolitan counties from receiving more than the utility's avoided cost rate, preventing them from receiving retail rate compensation.

Takes effect the day following final enactment.
