Permits off-highway vehicle operation on Taconite State Trail and in Lake Vermilion and Bear Head Lake State Parks in designated areas, effective July 1, 2015, or upon completion of master plan revisions.

Allows voluntary donations of $5, $10, or $20 to off-highway motorcycle, off-road vehicle, snowmobile, all-terrain vehicle, cross-country ski, and horse trail programs at time of registration or pass purchase, with $20 donors receiving recognition stickers.

Establishes $20 nonresident off-highway motorcycle state trail pass valid January 1 through December 31, with fees supporting grant-in-aid trail programs for counties and municipalities.

Recognizes Motorcycle Safety Foundation Dirtbike School and All-Terrain Vehicle Safety Institute courses as meeting Minnesota safety certificate requirements and establishes reciprocity agreements with other states.

Requires driver's licenses and identification cards to indicate when holders have received an all-terrain vehicle safety certificate and mandates master plan revisions for Taconite State Trail and Lake Vermilion and Bear Head Lake State Parks by June 30, 2015.
