Amends Minnesota Statutes section 272.162 to extend restrictions on property transfers to include county regulations in addition to municipal subdivision regulations.

Requires county auditors to refuse transfer or division of land parcels that are less than a whole parcel and fall under county subdivision regulations adopted under section 394.35, unless certain conditions are met.

Allows county clerks and designated county planning officials (in addition to municipal clerks) to certify that subdivision regulations do not apply, have been approved, or have been waived due to hardship.

Extends the 24-hour certification deadline requirement to county officials and permits certification of unexecuted instruments by designated county planning officials.

Makes the section applicable only to counties that affirmatively choose to be governed by these provisions through a certified resolution filed with the county auditor and recorder, effective the day following final enactment.
