Establishes a single dental plan administrator to manage dental services for medical assistance and MinnesotaCare enrollees, effective January 1, 2016, through competitive bidding process.

Contract must include all authorized dental services and ensure adequate dentist/clinic networks including nonprofit clinics, federally qualified health centers, University of Minnesota School of Dentistry, hospital-based clinics, and private dentists.

Requires centralized dental referral system with toll-free number to help enrollees locate dentists and schedule appointments.

Removes dental services from prepaid medical assistance program contracts with managed care organizations and county-based purchasing plans, consolidating all dental services under the single administrator.

Establishes advisory committee of participating providers, requires annual reporting of access and encounter data, and ensures enrollees retain right to appeal under existing appeals process.
