Authorizes a special "Operation Just Cause" veterans license plate for veterans who served after November 30, 1989, and before February 1, 1990, bearing the inscription "OPERATION JUST CAUSE VET."

Special veterans license plates cost an additional $10 fee per set of two plates (or single motorcycle plate) beyond standard registration taxes.

Applicants must have served in active military service in a U.S. armed forces branch or allied nation during a foreign war and been discharged under honorable conditions.

Veterans must provide certified discharge papers indicating character of discharge, or receive certification from the commissioner of veterans affairs if unable to obtain foreign service records.

Adds "Operation Just Cause" to the existing list of special veterans plate designations, which includes Vietnam War, Persian Gulf War, Iraq War, Afghanistan War, and recipients of specific military medals.
