Authorizes programs enrolling scholarship recipients to apply for direct state aid payment, with the commissioner paying programs directly according to a metered payment system or alternative schedule.

Maintains existing scholarship award limits of up to $5,000 per eligible child per year and 12-month scholarship periods.

Takes effect the day following final enactment.
