Clarifies that settlement agreements involving employment disputes must include specific reasons if they involve payment of more than $10,000 in public money, whether paid in a lump sum, series of payments, or any other financial arrangement.

Expands disclosure requirements for complaints or charges against certain school district and local government employees to include those who retire in addition to those who resign or are terminated while complaints are pending.

Maintains public disclosure of personnel data including name, salary, job title, employment dates, and disciplinary actions for government employees, volunteers, and independent contractors, with specified exceptions.

Preserves confidentiality protections for non-public officials unless complaints result in disciplinary action, resignation, retirement, termination, or settlement of legal claims.

Becomes effective the day following final enactment.
