Establishes the Building Code Administrators and Inspections Board as a nine-member board appointed by the governor with senate consent, with members representing architects/engineers, building officials, building permit technicians, organized labor, the Commissioner of Labor and Industry, League of Minnesota Cities, Minnesota State Colleges and Universities, and the general public.

Board members serve four-year terms (with staggered initial appointments of one, two, three, and four-year terms), receive no compensation, and can be removed by the governor for cause or after missing three consecutive meetings.

Grants the board authority to adopt rules regulating licensure and certification of building officials, building inspectors, and construction code inspectors; establish continuing education and examination requirements; and recommend license and certification fees.

Transfers rulemaking authority for building official certification criteria, continuing education programs, and construction code inspector competency standards from the Commissioner of Labor and Industry to the newly created board.

Requires the Commissioner of Labor and Industry to provide staff support, office space, and supplies to the board and coordinate its rulemaking with other boards under the same chapter.
