• Sets specific reimbursement rates for each NEMT mode, ranging from 80% of IRS standard mileage rate for client reimbursement to $75 base rate plus $3.30 per mile for protected transport, with quarterly fuel adjustments when gasoline exceeds $3.50 per gallon.

• Requires implementation of a Web-based single administrative structure and assessment tool by July 1, 2016, operating 24/7 to determine transportation eligibility, reconcile trip information with claims, and authorize appropriate transportation modes.

• Expands the Nonemergency Medical Transportation Advisory Committee membership to include four county representatives (metropolitan, rural, and super rural areas), representatives from ambulance and hospital associations, and the Minnesota State Council on Disability.

• Allows new NEMT providers to apply for variances from special transportation operating standards, with variances expiring February 1, 2016, or when the Department of Transportation begins certifying new providers.
