Repeals subdivisions 2a, 2b, and 2c of Minnesota Statutes section 216B.1691, which established mandatory renewable energy standards for 2025.

Converts the renewable energy requirement from a binding "standard" to a non-mandatory "good-faith objective" that electric utilities must pursue without specific compliance deadlines.

Removes "and standards" language throughout the statute, replacing it with references to "good-faith objective" to reflect the shift from mandatory to voluntary renewable energy goals.

Eliminates the prohibition that prevented certain utilities from selling renewable energy credits to other utilities until 2021.

Requires electric utilities to report biennially on their renewable energy plans and progress toward the good-faith objective, with the commissioner reporting to legislature by January 15 of odd-numbered years.
