Hunting and fishing license applications must include a provision allowing applicants to indicate a desire to make an anatomical gift compliant with the Darlene Luther Revised Uniform Anatomical Gift Act (chapter 525A).

Applications must be accompanied by informational materials describing Minnesota organ donation laws, benefits, and legal implications, prepared in conjunction with a Minnesota organ procurement organization.

Licenses issued to donors must display the designation "donor" on the front; the license constitutes the final donor record and completes the donation process.

Applicants may add a $2 voluntary donation to their license fee to fund public information and education on anatomical gifts.

Organ procurement organizations must be granted reasonable access to Department of Natural Resources records to identify donors at or near death; the commissioner must report to legislative committees by January 1, 2015 on implementation progress.
