Legislative auditor must examine Metropolitan Council efficiency efforts in even-numbered fiscal years to verify achievement of transit expenditure reductions (5% in 2015, 10% in 2016, 15% thereafter) and confirm savings are reinvested in transit system expansion.

Department of Transportation commissioner must include in annual December 15 reports information on efficiencies implemented in operations, planning, and project management, with explanation of measures used to calculate savings.

Department of Transportation must utilize efficiency savings to advance priority statewide or regional projects through the corridors of commerce program and identify projects advanced or completed due to efficiency measures.

Metropolitan Council must submit annual reports by February 15 describing efficiencies implemented, resulting savings, and details on how savings are applied to expand the metropolitan area transit system.
