Modifies notice requirements for permitted pistol carriers entering state buildings in the Capitol Area to require written notice (by mail or email) to the Commissioner of Public Safety prior to entry, including name, date of birth, permit expiration date, and contact information.

Exempts persons who previously provided notice to the commissioner prior to the effective date from complying with the new notice requirements.

Requires state agency tenants in the Capitol Area to deposit fees equal to their fiscal year 2014 security service fees on July 1, 2015, in a special revenue fund account appropriated to the Commissioner of Public Safety for fiscal year 2015 security services.

Appropriates unspecified funds from the general fund to the Commissioner of Public Safety for the Capitol Complex Security Division to increase state troopers to 12 and nonlicensed security officers to 67 to address security vulnerabilities in Capitol Area buildings.

Repeals Minnesota Statutes section 299E.02 regarding prior security fee deposit requirements.
