Removes references to specific vehicle definitions throughout Minnesota Statutes by deleting statutory cross-references while maintaining substantive eligibility requirements for special license plates (disability, classic car, veteran, firefighter, etc.).

Eliminates an outdated list of classic car makes and models (A.C., Alfa Romeo, Bugatti, etc.) built between 1925-1948, replacing it with a requirement for verification against nationally published standards.

Changes classic car plate designation from "designated by the commissioner" to "full classic car" status verified through nationally recognized standards and guides.

Modifies the child passenger restraint account reporting requirement from mandatory legislative reports by February 1 of odd-numbered years to information available upon request.

Repeals 16 obsolete statutory sections and one Minnesota Rules subpart related to motor vehicles, including provisions on vehicle towing violations, patrol vehicle equipment, and driver's license requirements.
