Changes the scope allowance for out-of-state teaching licenses from one grade level to two grade levels when issuing Minnesota teaching licenses or temporary licenses to applicants with similar out-of-state credentials.

Allows the Board of Teaching to issue up to three one-year temporary teaching licenses to out-of-state licensed teachers who have not completed all required exams and human relations preparation components.

Permits applicants to complete field-specific teaching methods and student teaching requirements through a one-year school district mentorship program that meets board-adopted standards.

Maintains the requirement that applicants pass skills examinations in reading, writing, and mathematics before license issuance, with limited exception allowing up to two additional temporary one-year licenses for those who have not yet passed the skills exam.

Requires applicants to hold a baccalaureate degree from a regionally accredited institution and have completed an approved teacher preparation program including field-specific methods and student teaching or equivalent experience.
