Clarifies that probationary teachers whose first three consecutive years of employment are interrupted for maternity, paternity, or medical leave and who resume teaching within 12 months are considered to have consecutive teaching experience.

Requires probationary teachers to complete at least 120 days of teaching service each year during the probationary period, excluding parent-teacher conferences, workshops, staff development, and absent days.

Applies changes to both general teacher probationary provisions under section 122A.40 and probationary provisions for teachers in first-class cities under section 122A.41.

Provisions are effective retroactively from January 1, 2013.
