Adds portable toilet service vehicles to the weight limit exception for vehicles collecting liquid waste, allowing up to 26,000 pounds per single axle instead of standard weight restrictions.

Portable toilet service vehicles must be designed and used exclusively for collecting liquid waste to qualify for the exception.

Violations of weight restrictions by portable toilet service vehicles engaged in liquid waste collection are subject to civil penalties under section 169.871 rather than criminal penalties.

Amends Minnesota Statutes 2012, section 169.87, subdivision 6, to include portable toilet service vehicles alongside existing exceptions for recycling and garbage collection vehicles.

Effective the day following final enactment.
